Joseph DeGiulio

Office of the Chief

Chief Joseph DeGiulio has served the Boynton Beach Police Department for more than 24 years, rising through the ranks from Police Officer to Police Chief. Throughout his career, he has held key leadership roles in Patrol, Traffic, Investigations/Professional Standards, Training, Special Operations, and Administrative and Uniform Services. Appointed Chief of Police in 2022, he now leads an accredited agency of 172 sworn officers and 78 professional staff, managing a $58 million budget and directing all departmental operations, policy development, and strategic initiatives. Chief DeGiulio has led several major initiatives, including the implementation of the Body Worn Camera Program, development of the Active Shooter Training and Assessment Program, creation of the department wide Wellness Program, expansion of Fair and Impartial Policing and De escalation Training, Real Time Crime Center, Drone Program and oversight of the department’s Excelsior Accreditation. He holds a Master of Science in Leadership from Palm Beach Atlantic University and a Bachelor of Science in Police Studies from John Jay College. His executive training includes PERF’s Senior Management Institute for Policing (SMIP), the FBI LEEDA Trilogy, and a Police Executive Leadership Graduate Certificate. He is an active member of multiple state and national police leadership associations and currently serves as the Regional XII Training Chair.

Deputy Chief

Matthew Zeller

Office of the Chief

Deputy Chief Matthew Zeller began his career with the Boynton Beach Police Department as a Community Service Officer in 2003. Throughout his tenure, he has served as a road patrol officer, motorcycle officer, traffic homicide investigator, and SWAT Team member. As a sergeant, he supervised personnel in the Road Patrol Division. In 2013, he was selected as a Detective Sergeant, overseeing financial crimes, crime scene, evidence, felony forfeiture, towing operations, and animal control. Deputy Chief Zeller has also served as the Executive Officer to the Chief of Police, where he managed the agency’s vehicle fleet, coordinated off duty details, and handled a variety of administrative assignments. He was promoted to Captain of the Office of Finance and Procurement in July 2015, overseeing administrative efficiency and grant compliance. He later advanced to Major, commanding Investigative Services, before serving as the Assistant Chief of Administrative Services. He now serves as Deputy Chief. Deputy Chief Zeller earned a bachelor’s degree in Criminal Justice from Lynn University and a master’s degree in Public Administration from Barry University. He is a graduate of the FBI National Academy, the Southern Police Institute Command Officers Development Course, and the Senior Management Institute for Police (SMIP).

Assistant Chief

Jack Dale

Support Services

Assistant Chief Jack Dale joined the Boynton Beach Police Department in 2022 and currently serves as the Assistant Chief of the Support Services Division. He began his  law enforcement career in 1989, and previously held a variety of leadership positions within the Broward Sheriff’s Office and the Fort Lauderdale Police Department. As a colonel with the Broward Sheriff’s Office, he served as the Executive Director of the Department of Professional Standards, the Department of Investigations and the Department of Administration. While with the Fort Lauderdale Police Department, he previously led the Criminal Investigations Division, Internal Affairs Division and a Patrol District.  Earlier in his career, he served in the uniformed Patrol Division, Street Crimes, Street Narcotics, Major Narcotics, Staff Inspections, Internal Affairs and SWAT. Assistant Chief Dale hold a Bachelor’s degree in Public Management from Florida Atlantic University and a Master’s degree in Leadership from Nova Southeastern University.  He is a graduate of the FBI National Executive Institute (Session 40), the FBI National Academy (Session 255), and the Police Executive Research Forum’s Senior Management Institute for Police.  As a strong advocate for professional policing, he has served as a department trainer, a firearms instructor, a former member of the FDLE Criminal Justice Standards and Training Commission Training Directors Associations.

Jonathan Kautz

Uniform Services

Assistant Chief Jonathan Kautz has served with the Boynton Beach Police Department for over 26 years, building a diverse career across Patrol, Field Training, Marine Patrol, Community Action Team, Narcotics, DEA Task Force, and SWAT. He has held key leadership roles including Patrol Supervisor, Street Team Sergeant, Narcotics Sergeant, Patrol Shift Captain, and Uniformed Services Patrol Commander. He holds a Bachelor of Science in Organizational Leadership from Palm Beach Atlantic University and has completed advanced leadership training through FBI-LEEDA, the PERF Senior Management Institute for Policing, and the IACP Chiefs Leadership Certificate program. He is an active member of both PERF and the International Association of Chiefs of Police. Currently, Assistant Chief Kautz oversees Support Services, including Communications, the Detective Bureau, Records, the Real Time Crime Center, and IT. A six-year U.S. Air Force veteran, he has also helped advance key initiatives such as the department’s Drone Unit and participation in the Florida Tour de Force charity ride.
