18-036677 0017 hours Stalking 398 N. Congress Ave.
PTO Rivera and OIT Brown responded to the aforementioned area in reference to a b/m stalking employees at KFC. Investigation revealed b/m Jeff Saintil had been continuously following female employees home from the business over an extended period of time. He had also been stopping by the establishment and watching them from covert locations within the Oakwood Square Plaza. When units arrived; Saintil, had already left the area. Units searched the area for over an hour before he was located hiding in a hedge line next to Too Jays restaurant. Upon sight of officers, Saintil fled into the Renaissance Commons development where he was apprehended by Officer Adea after a short foot pursuit. Saintil was charged with one count of Simple Stalking, Loitering and Prowling, and R/A w/o Violence. He was processed and tot PBCJ.
18-36559, 36568, 36575, 36577, 36579, 36586 Burglary Autos Multiple Locations
4 separate auto burglaries from S. Evergreen Cir. overnight. All from what appear to be unsecure vehicles. One from 3408 Aspen Leaf Dr, and one from 8186 White Rock Cir.
18-36582 GTA 118hrs 2760 Quantum Lakes Drive
Victim stated that sometime between 1900hrs on 07/14 and 0700hrs today, an unknown suspect took her 2008 Blue Honda Civic 4 door without her permission. The vehicle was parked in front of the home. Victim advised that she was behind in her payments. However, the vehicle was not listed on the repo log.
18-035324 0345 hours Stolen Vehicle Recovery 600 NW 2nd St.
PTO Rivera and OIT Brown attempted a felony stop on a confirmed stolen Beige Chevy Silverado out of our city. The vehicle failed to stop and fled to 648 W. Ocean Ave. where the b/m driver bailed out. Officers pursued the driver on foot but lost sight of him inside the residential neighborhood. A perimeter was established and Delray Beach K-9 along with PBSO’s Eagle responded. After searching for nearly an hour; efforts were met with negative results in locating the suspect. Crime Scene responded to process the vehicle. The truck was subsequently released to the owner on scene.
18-036508 2032 hours Shooting 200 S. Seacrest Blvd.
Units responded to the aforementioned area in reference to a w/m walking NB on Seacrest Blvd with a gunshot wound to his left arm. Upon arrival, units met with Anthony Ciulla who stated he had been shot by the driver of a black Ford F-150. The victim was able to provide the suspect tag information which identified the suspect as being WM Ryan William Rhodes (02-29-1992). Units made contact with Rhodes at his residence where he was taken into custody without incident. Rhodes was transported to BBPD where Detectives interviewed him. Investigation revealed the victim was shot through the windshield of his car by the suspect while driving SB on Seacrest at the above mentioned location. Detective’s and Crime Scene were able to recover a single 9mm shell casing at the scene. Rhodes was subsequently charged with one count of Aggravated Battery with a Firearm.
18-036412 0923 hours BURGLARY AUTO 480 W BOYNTON BEACH BLVD
Officer responded to the above location in reference to an auto burglary. Contact was made with the victim whom stated that he parked his 2002 white Cadillac Escalade (FL Tag IB43NM) in the southern parking lot area of the motel last night at approximately 2100 hours and upon his return this morning he found the vehicle’s right rear passenger window broken. The front area of the vehicle had been rummaged through. However nothing appeared to be missing from the vehicle.
18-036420 1023 hours BURGLARY AUTO 801 N. CONGRESS AVENUE
Officer responded to the above location in reference to an auto burglary. Contact was made with the victim whom stated that while at Youfit Health Club someone took her wallet from the center console. The victim stated that she may have left her vehicle unsecured, due to the fact that there was no forced entry to the vehicle. No other items were missing from the vehicl.
18-036460 1506 hours FLEEING AND ELUDING/ AGGRAVATED ASSAULT ON LEO / 400 W. BOYNTON BEACH BLVD
On 07/13/18 WPB PD entered a felony bolo for a silver Toyota Tacoma FL JEUT77 for Aggravated Battery on LEO, Fleeing and eluding, reckless driving and several felony warrants. The vehicle License tag registered on our LPR twice in the 1400 block of N. Seacrest on two occasions (once last night and again on this date at this time). On today, Officer Henry observed the vehicle in the 1400 block of N. Seacrest Blvd. The vehicle fled onto S/B I-95. where the suspect was apprehended after he bailed out of the vehicle in the area of Linton Blvd. WPB PD detective responded.
18-036266 1415 hours Prostitution Arrest 4787 N. Congress Ave.
The CRT unit conducted an under-cover operation at Ocean Massage located at the aforementioned address. During their investigation they developed Probable Cause for w/f Zhang, Xiaolin after she attempted to solicit an UC officer inside the establishment. Zhang was subsequently charged with Offer to Commit Prostitution and Practicing Massage Therapy w/o a License. She was tot PBCJ.
18-036342 2233 hours Prostitution Arrest 301 N. Federal Hwy.
The CRT unit conducted an under-cover operation at the aforementioned location in reference to numerous citizen complaints. Their investigation yielded one arrest for w/f Elizabeth Lincoln who attempted to solicit an UC officer while in the parking lot of CVS. Lincoln was subsequently charged with Offer to Commit Prostitution and Possession of Drug Paraphernalia. She was tot PBCJ.
18-36226 Hit and Run Injuries 2600 N Federal Hwy. 0615 hours
Units responded to a roll over crash. Witnesses advised the driver fled the scene on foot. She was later located and brought back to the scene. She was sole occupant and had minor injuries.
Officers responded to 1 non-fatal overdose over the course of the shift.
