15-10273 1639 Battery On LEO NW 4th St and NW 6th Ave
Officer Haugh responded to 521 N.W. 4th St in reference to a 911 call where the caller advised that B/M Randy Rumph was drunk and trying to stick the mother with a needle. While enroute, Officer Haugh observed Randy standing at the intersection of N.W. 4th St and N.W. 6th Ave. As he exited his marked patrol vehicle and began walking towards Randy to speak with him, Randy immediately turned away from him and quickly began walking west bound. Officer Haugh advised Randy to stop and not to run. As Officer Haugh approached Randy, he quickly turned towards Officer Haugh and began yelling at him continuing to walk away not complying with his commands to stop. Due to the fact that Randy refused to stop walking away from Officer Haugh, Officer Haugh grabbed Randy’s right arm in attempt to get him to stop walking. Randy quickly swung his arm towards Officer Haugh as if to push him away or hit him. Officer Haugh then attempted a leg sweep but Randy attempted to maintain his balance and attempted stand up towards him. Officer Haugh was able to throw Randy off balance pushed him to the ground. While Randy and Officer Haugh were going to the ground Randy began swinging wildly with both hands towards Officer Haugh’s Face. As Randy was swinging his at Officer Haugh, Officer Haugh was struck on the left side of his mouth. Once Officer Haugh was struck in the face he began to defend himself and delivered two to three closed fist strikes to Randy’s face area. As Officer Haugh was fighting with Randy on the ground, Det.Vail arrived on scene and began helping to control Randy who was still swinging at him and refusing to obey commands to stop resisting. With the help of Det.Vail they were able to overpower Randy and place him in handcuffs. Due to Randy’s actions he is being charged with Battery on a LEO.
