The Internal Affairs Unit is responsible for ensuring that the community understands the department’s zero tolerance stance toward biased-based profiling.

Bias-Based Profiling

The purpose of this information is to clearly state that bias-based profiling within the Boynton Beach Police Department is an unacceptable practice. A fundamental right guaranteed by the Constitution of the United States to all who live in this nation is to the equal protection under the law. Along with this right to equal protection is the fundamental right to be free from unreasonable searches and seizures by government agents. Citizens are free to walk and drive our streets, highways, and other public places without police interference so long as they obey the law. They also are entitled to be free from crime, and from the depredations of criminals, and to drive and walk our public ways safe from the actions of reckless and careless drivers.

The Boynton Beach Police Department is charged with protecting these rights, for all, regardless of race, color, ethnicity, gender, sexual orientation, physical handicap, religion, economic status, age, cultural group or any other identifiable group.

Because of the nature of their business, law enforcement officers are required to be observant, to identify unusual occurrences and law violations, and to act upon them. It is this pro-active enforcement that keeps our citizens free from crime, our streets and highways safe to drive upon, and that detects and apprehends criminals.

It is the policy of the Boynton Beach Police Department to patrol in a pro-active manner, to aggressively investigate suspicious persons and circumstances, and to actively enforce the motor vehicle laws, while insisting that citizens will only be stopped or detained when there exists reasonable suspicion to believe they have committed, are committing, or are about to commit, a violation of the law.

Should you encounter a situation where you believe you were stopped by an officer based on your race, color, ethnicity, sex, sexual orientation, physical handicap, religion or other belief system, you are encouraged to contact the on-duty shift supervisor as soon as possible or make a complaint to the Boynton Beach Police Department as soon as practical by calling 561-742-6100.

Understand that each situation is unique and the officer must alter his or her response to fit the circumstance. Generally, however, an officer:

  • Will provide his/her name upon request.
  • Will inform person of the reason for being stopped.
  • Will only arrest a person for a crime committed in his/her presence, or when the officer has probable cause to believe the person has already committed the crime.

Summary of Complaint Procedures

You may appear in person at the Boynton Beach Police Department at 209 N. Seacrest Blvd., Boynton Beach FL 33435. You may also mail in a written complaint if you prefer. Complaints will also be taken over the phone at 561-742-6199 or via email at internalaffairs@bbfl.us

Depending upon the circumstances, the incident will either be handled by a supervisor, informally by an Internal Affairs Investigator, or formally by Internal Affairs and the Office of the Chief of Police. If your case is assigned to the officer’s supervisor for investigation, the supervisor will contact you to try to resolve the situation.

If the case is to be handled formally, an Internal Affairs Investigator will complete a thorough report regarding the complaint. All formal investigative reports are reviewed by the Chief’s Staff for approval and recommendations.

What happens when I make a complaint?

All complaints will be thoroughly examined. There are five possible dispositions and they are as follows:

  • Not Sustained – There is insufficient evidence to confirm or refute the complaint.
  • Sustained – The allegation is true. The action of our employee was inconsistent with the agency’s policy.
  • Exonerated – The allegation is true, however the action of our employee was justified and/or consistent with the agency’s policy.
  • Unfounded – The allegation is either false or there is no credible evidence to support it.
  • Policy Failure – A finding or conclusion that current policies, procedures, rules or regulations covering the situation were non-existent or inadequate; or the employee followed policy but the investigation reveals policy changes are recommended.

Formal Investigation Disposition: You will be notified of the final disposition by mail.

An extra patrol notification is simply that; an advisory to your police department that you are going out of town and would like your home or business periodically checked. There are 15 Red-Light Camera systems installed at seven intersections throughout the City of Boynton Beach. The locations are as follows:

  • Northwest 8th Street @West Boynton Beach Boulevard (southbound & westbound)
  • Boynton Beach Boulevard @ North Seacrest Boulevard (eastbound)
  • South Federal Highway @ Southeast 23rd Avenue (northbound & southbound)
  • Gateway Boulevard @ North Congress Avenue (northbound, southbound, eastbound & westbound)
  • Boynton Beach Boulevard/Northwest Second Avenue @ North Congress Avenue (northbound & eastbound)
  • Woolbright Road @ South Congress Avenue (northbound, southbound, eastbound & westbound)
  • Woolbright Road @ Southwest 8th Street/Corporate Drive (eastbound)

On Feb. 15, 2022, the City of Boynton Beach authorized the installation of additional Red-Light Camera Systems. The locations will be:

  • Woolbright Road @ South Seacrest Boulevard (northbound, eastbound & westbound)
  • Congress Avenue @ Miner Road (northbound and southbound)

The public will be notified when the cameras have been installed and are activated. There will be a warning period so drivers have time to be made aware of the program and modify their driving behavior. The goal of the Red-Light Camera Program is to improve the safety of our roadways for drivers, pedestrians and other roadway users by combating red-light running. Red-light cameras capture a vehicle’s data, including video and high-resolution images, if that vehicle crosses the stop bar after the signal has already turned red.
The fine for running a red light at an intersection where a red-light camera is installed is $158, with no points added to the driver’s record. Registered owners of the violating vehicles will receive a Notice of Violation in the mail and will have 60 days to respond by either paying the fine, requesting a hearing or submitting an affidavit naming another individual as the driver of the vehicle. Failure to respond to the Notice of Violation after 60 days will result in the issuance of a Uniform Traffic Citation, which can result in a fine of $264.

Alarm User Fee
The City of Boynton Beach Alarm Ordinance (Chapter 2.5) requires that each alarm system (residential and non-residential) be registered with the Boynton Beach Police Department. The registration fee for an alarm system is $30. Registrations are effective for 12 months and are required to be renewed by the first day of the City’s fiscal year, on or before October 1, each year. The alarm registration shall be effective for a term of 1 year, which shall begin October 1 and will be valid through the following September 30.

Alarm permit registrations are non-transferable. If there is a change of ownership or tenant(s), the new alarm user has 30 days from the date of transfer to re-register the alarm and pay the initial permit registration fee of $30. Likewise, new or replacement alarm systems must also be registered within 30 days of installation. If any information supplied in any alarm registration has changed, the registered alarm user must notify the Police Department of the change in writing within 30 days.

False Alarm Service Fees

“False alarm service” is defined as a police response to check a premise due to an unjustified activation of an alarm. False alarm service fees are amended to reflect the true cost method of transferring expenses of police response and administrative costs to the user as follows:

Police Alarm Users:

1st false alarm response within a 12-month period is free.

2nd false alarm response within a 12-month period is free.

3rd false alarm response within a 12-month period is free.

4th false alarm response within a 12-month period is $75 for residential; $200 for commercial.

5th false alarm response and all subsequent false alarm responses within a 12-month period are $100 for residential; $500 for commercial.

6th false alarm response and all subsequent false alarm responses within a 12-month period are $150 for residential; $750 for commercial.

7th false alarm response and all subsequent false alarm responses within a 12-month period are $200 for residential; $1,000 for commercial

Alarm users are reminded that the ordinance includes a provision allowing the Boynton Beach Police Department to initiate an action before the special master of the Boynton Beach Police Department to obtain compliance with this article and payment of service charges assessed by the Police Department. The special master shall have the authority to place liens against properties having delinquent alarm accounts, and report delinquent alarm accounts to a contracted collection agency. This might not only affect a property owner’s credit standing, but also could allow the City of Boynton Beach to foreclose on mortgages of real property! Alarm users are encouraged to keep their alarm systems in good operating order, and their alarm accounts paid as up-to-date as possible.
